Government–Enterprise Strategic Signing: Opening a New Chapter

On October 30, DEVA International and the People's Government of Shennongjia Forestry District held a grand strategic cooperation signing ceremony, marking the government–enterprise partnership and the joint opening of a new chapter in the development of Shennongjia's cosmetic-ingredient industry — a milestone of great significance.

At the ceremony, Zhou Ligang, Deputy Head of the Shennongjia Forestry District People's Government, and Zhou Panfeng, President of DEVA International & Executive Director of Tianran New Materials, signed the "Strategic Cooperation Framework Agreement" as representatives of the two parties. Wang Changbin, Standing Committee Member of the Shennongjia Forestry District Party Committee and Head of the Publicity Department; Shi Xuedong, Chairman of DEVA International & Chairman of Tianran New Materials; Liu Meng, founding shareholder of Tianran New Materials; Chen Jing, General Manager of Tianran New Materials; and leaders and enterprise representatives from the District Agriculture and Rural Bureau, Forestry Administration, Economic and Commercial Bureau, and Forestry Investment Group, jointly witnessed this important moment.

This cooperation brings together government and enterprise forces to jointly advance the traceability and innovation of China's cosmetic ingredients, injecting new momentum into industrial development.

Government–Enterprise Co-Creation, Industry Win–Win

Wang Changbin, Standing Committee Member of the Shennongjia Forestry District Party Committee, stated that as a nationally important ecological function zone, Shennongjia has always adhered to the principle of prioritizing ecological protection, and actively explored the effective conversion of ecological value into industrial value. This in-depth strategic cooperation with DEVA International & Tianran (Guangzhou) New Materials in areas such as botanical raw material development and scientific research innovation is precisely based on DEVA's professional capabilities in technological innovation, market development and brand building, which form a powerful complement to Shennongjia's ecological resources. It is an important measure for both sides to jointly build a demonstration zone for eco-cosmetics practice and innovation, and to open a two-way conversion channel between "lucid waters and lush mountains" and "invaluable assets."

"Standing on this beautiful and miraculous land of Shennongjia, my heart is filled with gratitude and reverence," said Shi Xuedong, Chairman of DEVA International, devoutly recounting the story of his bond with Shennongjia. Since 2021, under the support of new national policies, the District Government and DEVA International launched their cooperation. The jointly established "Shennongjia Natural Cosmetics Ingredient Research Institute" has, after four years of solid dedication, built a vertical supply-chain system covering planting, production and traceability. The research team has successfully developed more than ten original ingredients, including the Shennong fragrant chrysanthemum soothing factor and the Shennong fairy algae moisturizing factor, among which the Shennong fragrant chrysanthemum extract has passed the national new-ingredient filing, laying a solid foundation for industrialization. DEVA International's renewed partnership with the Shennongjia Forestry District Government is a natural outcome of its early solid accumulation and continuous innovation, and an important step for both sides toward co-building an industrial ecosystem!

At this conference, a grand "Shennongjia Cosmetics Promotion Ambassador" appointment ceremony was held, where the Shennongjia Natural Cosmetics Ingredient Research Institute awarded the title of "Shennongjia Cosmetics Promotion Ambassador" to 18 brands — Angel Yeast, Sanrui, Zhiwuzhuyi, Qianshi, Meiliko, Xianma E-commerce, Perfect Years, Yihou, Daichunlin, Anmuke, Bokazi, Xuerun, Shiyan, RALEMO, Meini Shuo, Kefanya, Kangcuiquan and DEVA — jointly shouldering the mission of promoting Shennongjia's ecological civilization, so that more consumers understand and trust the "rare botanical ingredients" originating from Shennongjia. At the same time, the on-site signing ceremony of the "Shennongjia Natural Cosmetics Ingredient Research Institute Strategic Partnership" was held, marking that the two sides will carry out deeper cooperation in raw material R&D, product innovation and other fields, allowing Shennongjia's botanical resources to reach the market through more quality brands and supporting the continuous rise of Chinese ingredients.

Deep Cultivation of Source Innovation: Distinctive Ingredients Win the Market

At the conference, Dr. Zhu Baofu, Dean of the Shennongjia Natural Cosmetics Ingredient Research Institute, and Dr. Pang Keliang, Chief Scientist of DEVA International, delivered special reports on the research achievements and application progress of a series of Shennongjia rare plants, systematically demonstrating the development potential of Shennongjia's distinctive plant ingredients in the cosmetics field. Over the past four years, DEVA International has guided the research and development of plant-derived functional skincare products with the philosophy of "traditional Chinese medicine theory + modern technology." The scientific results have been abundant: the research team has not only completed efficacy verification and patent layout for multiple core raw materials such as Shennong fragrant chrysanthemum, Shennong fairy algae and Shennong black tea, but also built a complete "planting–R&D–production" traceability system. In terms of cosmetic application, these ingredients have been successfully applied in over 950+ SKUs, covering essences, lotions, creams, cleansers, hair & body care, maternity & baby care and professional repair categories, and successfully expanded into niche markets such as pregnancy care, infant & toddler skincare and teen problem-skin care, while establishing stable cooperation with emerging beauty brands such as Zhiwuzhuyi, Qianshi, Ouju, Green Farm and Kaierdele.

In addition, DEVA International has introduced German-imported LEXA-MIX vacuum homogeneous emulsification equipment, ultra-sonic microfluidic arrays and diamond ultra-high-pressure homogenizers to build a high-energy multi-field collaborative ultra-sonic dispersion technology platform, which, combined with proprietary patented technologies, enables the large-scale production and flexible customization of raw materials. These solid industrial practices have established reliable technical standards and stable supply guarantees for the R&D, application and mass production of rare botanical ingredients.

RELEMO keenly seized the opportunity of the rise of "Chinese ingredients," treating Shennongjia's distinctive raw materials as a key lever to break through the homogenized competition in the beauty market. In building its brand, RELEMO deeply explores the cultural value of Shennongjia as the "origin of tea ancestors," and establishes a brand identity system with Oriental characteristics through a dual narrative of "tea ancestor legend + royal skincare." In product R&D, RELEMO integrates innovative concepts such as "awakening the skin's self-healing power" and "Chinese ingredients that never fade" into product development, actively participates in the formulation of the "Shennongjia cosmetic raw materials" group standard, and embeds its innovation philosophy into product development to build a technological moat.

Shennongjia Base Traceability | The Remarkable Chinese Ingredients

During this traceability journey, DEVA International led brand representatives deep into the secret realm of Shennongjia to explore the source of "remarkable Chinese ingredients." From the mist-shrouded high-mountain raw-material base, to the Tea Ancestor Museum carrying a thousand-year tea culture, to the solemn Shennong Altar, every leg of the trip allowed participants to personally experience the activity and safety of each raw material, and feel the profound spiritual heritage behind the quality.

In the following visits, brand representatives conducted on-site inspections of multiple core raw-material planting parks, including the Shennong hundred-flower honey cliff-cultivation base, the Shennong black tea planting base and the Shennong fragrant chrysanthemum wild-simulation planting base. On a mountain at 2,000 metres above sea level, we saw the Shennong fragrant chrysanthemum — a Shennongjia-endemic, nationally second-class protected new-resource plant — and through a collective harvesting experience, observed the cultivation standards and details of the chrysanthemum, directly demonstrating "why chrysanthemums grown above 2,000 metres in Shennongjia are superior." Meanwhile, our team also walked into the Shennong black tea planting base, where the high-mountain environment above 1,500 metres provides ample sunlight and pure air for the growth of Shennong black tea, directly guaranteeing the content and activity of its core components such as tea polyphenols and amino acids — which is precisely the core value of its use as a quality cosmetic raw material. Deep in the primeval forest, the Shennong hundred-flower honey, cultured by ancient methods, condenses the essence of hundreds of wild nectar plants, becoming a true "geographical indication product."

Over the years, DEVA International has cultivated this land and established standardized planting and research bases for plants such as Shennong fragrant chrysanthemum, green tea and Paris polyphylla, and built a professional research centre laboratory. Relying on the established 2,000-mu natural plant and herbal medicine planting base, with the Shennongjia Natural Cosmetics Ingredient Research Institute as technical support, DEVA has realized a full "planting–R&D–production" traceability system, giving every batch of raw materials a traceable quality guarantee.
